Job Summary:
The Property Support Specialist is a portfolio-wide compliance role managing housing subsidy paperwork, waitlists, and regulatory submissions across the property portfolio.
This role is the single point of accountability for CHA Section 8, CHA PBV, CLIHTF, vacancy requests, and HUD Special Claims ensuring accurate, on-time submissions and audit-ready files across all sites.
Responsibilities:
1. COMPLIANCE & DOCUMENTATION
Manage the internal waitlist and the CHA waitlist for all properties maintain accurate and up-to-date applicant records, process updates, and coordinate with CHA contacts to ensure waitlists remain compliant and current
Prepare, complete, and submit all Chicago Low-Income Housing Trust Fund (CLIHTF) paperwork and annual submission packets for the full portfolio; track deadlines and maintain documentation in audit-ready order
Process and manage all CHA Section 8 and CHA Project-Based Voucher (PBV) paperwork portfolio-wide, including HAP documentation and agency correspondence
Submit CHA Vacancy Requests for all applicable properties in a timely manner; track submission status and follow up with CHA to resolve outstanding items
Prepare and submit HUD Special Claims Requests across the portfolio; maintain supporting documentation and monitor claim status through resolution
Stay current on CHA, HUD, PBV, and CLIHTF program requirements, policy updates, and procedural changes; communicate relevant updates to the Compliance Officer and property team
2. LEADERSHIP & TEAM MANAGEMENT
Serve as the primary point of contact with CHA, HUD, and CLIHTF agency representatives for all matters related to waitlist management, subsidy paperwork, vacancy requests, and special claims
Coordinate with on-site property teams across all sites to confirm that physical compliance files are complete, current, and audit-ready — flagging any gaps to the Compliance Officer
Attend required agency trainings, compliance meetings, and team meetings as directed
3. PROJECT MANAGEMENT
Monitor regulatory deadlines and submission windows across the full portfolio; proactively flag upcoming due dates to the Compliance Officer
Maintain organized, audit-ready documentation for all subsidy programs and regulatory submissions portfolio-wide
Track open items, submission statuses, and follow-up actions across CHA, HUD, PBV, CLIHTF, and vacancy processes — managing multiple concurrent deadlines across 34+ properties simultaneously
4. BUDGET & RESOURCE MANAGEMENT
Ensure all submission documentation is complete and accurate prior to submission to reduce errors, resubmissions, and delays that impact revenue or compliance standing
Support the Compliance Officer in identifying gaps or deficiencies in subsidy filing processes that may affect financial performance or regulatory standing across the portfolio
5. EMERGENCY RESPONSE & RESIDENT RELATIONS
Respond to time-sensitive agency requests, emergency vacancy submissions, or urgent compliance correspondence in a timely and professional manner
Communicate professionally with residents and applicants as needed in connection with waitlist status, documentation requirements, or agency correspondence
6. OTHER DUTIES
Participate effectively in a fully remote work environment, maintaining productivity, communication, and accountability without on-site supervision
Perform other compliance and administrative duties as assigned by the Compliance Officer or leadership team
